Optimizer is a Passive Shard in Bloodstained: Ritual Of The Night. By equipping different shards, players gain acces to skills that can be used for different purposes like combat, movement, and progression of the game. Each Shard can be obtained by defeating the specific enemy that hold it's power. You can acquire multiple Shards of the same type to amplify their power. They can also be enhanced by using materials at Merchants.

I found that on Hard difficulty, this is more effective than a weapon-type specific shard like Sword Mastery (or G. Sword/Dagger/ etc.). It's worth grinding this to Grade 9 as soon as you can. You should also have the plumes up to Rank 6 (missing Bovine Plume when you can first get Optimizer). You can get this to passive relatively easily once you have access to Bovine Plumes -- then you can switch back to a weapon-specific passive shard (if needed).
Level 7 - 9 requires Flight Feather. Others might be incorrect too.
